No. 1: Edogawa Ward (67,500 yen)

Within the 23 wards of Tokyo, the cheapest average rent is in Edogawa Ward, at 67,500 yen. Edogawa-ku is located on the east side of Tokyo's 23 wards and is an area with many parks and lush greenery. The crime rate is in the middle of the 23 wards, and the area is not too bad in terms of public safety.
